Privy Council

Privy Council
   Originating in the thirteenth century as a small body of influential advisers to the monarch, today the Council is the formal machinery via which the monarch exercises their prerogative powers. Nominally extensive (the Council comprises the 500 or so past and present Cabinet ministers, as well as some other leading public figures, who are supervised by the Lord President of the Council), Council work is in reality conducted by a small body of Government ministers who come together to witness the Queen signing formal documents – Orders in Council – which may be used to declare war, commit troops or announce a civil emergency. The Council also operates via a number of small committees, the most famous of which is the Judicial Committee (JCPC) which has long been the final court of appeal for Commonwealth countries and now also acts as the arbiter of disputes on matters concerning devolution. The JCPC comprises the 12 law lords and other senior judges who are Privy Councillors, some of whom represent the Commonwealth and Scotland.
